The Horn of Africa Groundwater for Resilience Project (HoAGW4RP), implemented by the Ministry of Water, Sanitation and Irrigation (MoWSI) with World Bank support, aims to enhance the sustainable use, management and governance of groundwater resources in Kenya's arid and semi-arid counties.
The project strengthens water security, food production and climate resilience through data-driven decision-making, institutional strengthening and community participation across Turkana, Marsabit, Wajir, Mandera and Garissa counties.

Regional Context
Phase I of the Horn of Africa Groundwater for Resilience Programme (P174867) covering Kenya (USD 135M), Ethiopia (USD 210M), Somalia (USD 30M), and IGAD (USD 10M) — USD 385M total.
Key Transboundary Aquifers
Elwak, Mandera West, Merti and North Basement aquifers are shared with Ethiopia and/or Somalia, requiring coordinated transboundary management under the IGAD framework.
